Barwa is the largest real estate development entity in the State of Qatar with the largest land bank. It is government owned, and its mandate is to create viable projects that bring in highest possible shareholder value and profits.

KEO was approached by Barwa to form a strategic partnership through a Framework Agreement relationship. The professional services provided were in the planning and delivery of two development portfolios; PPP Projects Opportunities valued at $4.0band development of existing land banks worth in the region of $4.0b.

Black Mule, being the Real Estate Advisory Allied Practice within KEO, took on the leadership of the framework agreement relationship with Barwa. This included providing a team of senior planning, design, and development management professionals, over a
course of time, within Barwa offices to be part of their in-house development team.

The Black Mule team were tasked to review differentplanned schemes to test their feasibility and fundingrequirements and provide in-depth advisory services.The schemes that were reviewed included Barwa City3, ASAS Marina, Medical City, and the Delta CenterEnergy City.

The services included, strategic consulting, performing analytical reviews of each of the schemes. This included reviews of their programs, costs, pre-existing designs, value engineering opportunities, and procurement strategies. The reviews would culminate into reports that included observations and development recommendations made to Barwa on each of the schemes.

The services extended to preparation of bespoke upstream concept designs on mega project schemes that required the quantification of early designs to prepare follow on feasibility studies.
